Focus most decorations on the "stage" area, as it will be the most photographed spot.
Hang balloons as high as possible. This prevents kids from jumping to grab them and avoids tall clowns bumping their heads.
Helium balloons should be tied together in groups. When the party ends, you can cut one at a time to hand out to kids, avoiding fights over who gets more.
